Aqualectra Curaçao closes crisis years with major investments in power grid

WILLEMSTAD – Aqualectra says it is leaving behind a turbulent period of power outages, financial pressure and outdated infrastructure after five years of large-scale investments in Curaçao’s electricity and water network. The utility company writes this in its annual report for 2025.
According to Aqualectra, the period from 2021 through 2025 was defined by the recovery and modernisation of utility services. The company refers to earlier blackouts, capacity problems, cyber threats, high fuel prices and declining consumer confidence.
In 2025, the company invested a record amount of approximately 233 million guilders in infrastructure. The funds went towards, among other things, the expansion of renewable energy, modernisation of the power grid, battery storage, new transformer stations and the construction of the new power plant at Salu.
An important part of the renewal is the commissioning of the Koraal Tabak wind farm and the Battery Energy Storage System (BESS). According to Aqualectra, these projects contribute to a more stable electricity grid and reduced dependence on expensive fuels.
The utility also reports that the transition to cheaper fuel types and the increased use of wind energy have led to lower production costs. As a result, the electricity tariff was reduced again in 2025, by nearly 7 cents per kilowatt-hour.
To finance the investments, Aqualectra secured new financing agreements in 2025 worth 521 million guilders and nearly 80 million dollars. In addition, the company received a Dutch subsidy of 63 million euros for investments in the electricity grid.
The company further confirms that the new 40-megawatt power plant at Salu is due to become operational by the end of 2026. The plant is intended to further improve the reliability of the power supply and can later be adapted for more sustainable fuels.
Financially, Aqualectra closed 2025 with a net profit of just over 24 million guilders, roughly comparable to the previous year.
