GvP Introduces New Governance Structure, Appoints Gerard Berkel as Supervisory Board Chair
ORANJESTAD, St. Eustatius – The Gwendoline van Putten School has introduced a new governance structure designed to strengthen oversight and improve the quality of education, marking a significant step in the school’s ongoing organizational reform.
Effective 1 August 2026, the school has transitioned from a one-tier governance model to a two-tier structure, separating executive management from independent supervision. According to the School Board, the change follows recommendations made in the latest education inspection report and an independent organizational review conducted by consultancy firm SOAB.
As part of the new structure, Gerard Berkel has been appointed as the inaugural Chair of the Supervisory Board. The board will be responsible for overseeing the school’s strategic direction, governance and the performance of the Executive Director, while day-to-day management has been placed under the responsibility of the executive leadership.
Broader improvement pgoramme
The governance reform builds on a broader improvement programme initiated during the 2025–2026 academic year. Earlier, the School Board expanded its membership by appointing two experienced education administrators and engaged an experienced change manager to coordinate the implementation of a comprehensive improvement plan. The process is being supported by an educational consultant and the active involvement of the school’s staff.
According to the School Board, the revised governance model is intended to provide a stronger institutional foundation for the continued development of secondary and vocational education on St. Eustatius. The statutory changes also aim to enhance transparency, accountability and good governance while ensuring that management and supervision are clearly separated.
