Major setback for Montserrat port project as contract is terminated

The Government of Montserrat has terminated its contract with the main contractor for the EC$107.3 million port development project, following the expiry of the contractual notice period.

According to the Ministry of Finance and Economic Management, the decision came after a period of engagement focused on safeguarding public funds and ensuring delivery of the project. The port, funded by the Caribbean Development Bank (CDB) and the United Kingdom, is considered a key infrastructure investment but has faced repeated delays since work first halted in early 2024 due to disputes.

Construction resumed in 2025 under contractor Meridian Construction, but progress remained below expectations. Concerns had also been raised by both government officials and the opposition about the project’s viability and risk of further delays.

Determine next steps

With the contract now terminated, authorities say the immediate priority is to secure the site and determine the next steps toward completion, with technical and legal advisers assessing how the project can move forward.
