Fact-finding investigation Santa Clara completed

KRALENDIJK – The Lieutenant Governor has presented the fact-finding reconstruction report on Santa Clara to the Island Council. The investigation found no evidence of malicious intent or irregularities, but does identify lessons to be learned and areas for improvement.

The fact-finding reconstruction was initiated in November of last year following questions about the decision-making process surrounding various dossiers in the Santa Clara area. The aim was to gain insight into the facts, the processes and the administrative decision-making within that area.

The investigation was carried out by EBBEN Partners, an independent integrity bureau.

Four cases examined

The report examines the factual course of events surrounding four cases that took place in the Santa Clara area between 2018 and the present. For each case, a detailed account was drawn up of what actually happened and which parties were involved.

Although no evidence was found of malicious intent, self-enrichment or other irregularities, the report does make recommendations to improve processes, policy and strategy. The aim is to prevent even the appearance of non-integrity in administrative or civil service conduct during sensitive land transactions in the future.

The Lieutenant Governor hopes the report will provide greater clarity regarding the facts and the decision-making process surrounding Santa Clara. The report is available on the website of the public entity of Bonaire.
