
THE BOTTOM, Saba – Plans for the landside development of the new Black Rocks Harbor envision the area not only as a maritime facility, but also as a new public waterfront with space for restaurants, small shops, services and accommodation.
The masterplan, commissioned by the Public Entity Saba, has been developed by architecture and urban design firm Lyongo. It focuses on the areas where passengers and other harbor users will arrive, walk, wait and spend time once the new harbor becomes operational.
According to the plan, the development should reflect Saba’s landscape and architectural identity. Rather than extensively levelling the terrain, buildings and public spaces would follow the existing slopes and height differences. Historical maps, archaeology, vegetation and natural water flows have also been taken into account in developing the design.
The waterfront is planned to include shaded walking routes, seating areas and space for cafés, restaurants, shops and other services. The intention is to combine the practical functions of the harbor with a public area that can also be used by residents and visitors.
The masterplan forms part of the wider Black Rocks Harbor project, which is being developed in phases. Witteveen+Bos was involved during the initial stages, while Ballast Nedam International is currently responsible for construction of the maritime infrastructure.
The landside plans were presented to residents and other stakeholders during an open house in June. According to Lyongo, more than 100 people attended the event.
