Stronger local business sector seen as key to Saba’s economic resilience

THE BOTTOM, Saba – A report prepared by the advisors of Amsterdam Bureau of Economics, Strong Foundations for Sustainable Growth, identifies the development of a stronger and more diverse local business sector as a key factor in reducing Saba’s economic vulnerability.
The findings reflect a broader pattern in small island economies, where reliance on a limited number of sectors can increase exposure to external shocks and limit long-term stability.
According to the report, small and locally rooted enterprises play an important role in building a more resilient economy. By creating jobs, retaining value on the island and reducing dependence on imports and external actors, local businesses contribute directly to economic balance.
The report emphasises the need to improve the environment for entrepreneurship. This includes clearer regulatory frameworks, fewer practical barriers and more targeted support for business formation and growth.
At the same time, it highlights the importance of scale. Economic development on Saba requires approaches that are adapted to local conditions, rather than relying on models designed for larger economies. Targeted investment in sectors that match the island’s size and characteristics is therefore seen as essential.
Role of government and coordination
The report also points to the role of government in enabling private initiative. It stresses the importance of consistent policy, better coordination and a stable planning environment, allowing businesses to make longer-term decisions with greater certainty.
For Saba, this underlines the structural role of local enterprise within the broader economy. In a context of limited scale and external dependence, strengthening the local business base is not only a matter of economic growth, but also of resilience and self-sufficiency.
The report concludes that a more robust local business sector will be essential if the island is to reduce vulnerability and support sustainable development over time.
