Court orders expert review in Saba solar park dispute

THE BOTTOM, Saba — A long-running dispute over the construction of a solar park on Saba has taken a new turn, as the Joint Court of Justice has ordered an independent expert review into the project’s quality and safety.

The case, involving Sunshine Real Estate N.V. and Saba Electric Company, centres on whether the solar installation meets agreed standards, particularly its ability to withstand extreme weather conditions.

Originally developed between 2016 and 2018 as a step toward more sustainable energy on the island, the project has since become the subject of prolonged legal proceedings. The court’s decision to appoint an expert marks a next phase aimed at clarifying technical uncertainties.

The expert will assess whether the installation is sufficiently resilient and whether any shortcomings could have been addressed within a reasonable timeframe. A report is expected by mid-2026, after which both parties will have an opportunity to respond.

Broader transition

The development comes at a time when Saba continues to pursue a broader transition toward renewable energy, an ambition also highlighted in the recent economic growth report by Amsterdam Bureau of Economics. That report emphasised the importance of reliable, cost-effective and resilient energy systems as a foundation for sustainable development.
